My first thought was that this is an April Fool's Day stunt. However, it's esoteric enough that it will only rankle a few BOINC users.
More likely, it's run by someone who is practicing the old American tradition of separating fools from their money. People from the US are accustomed to the idea that you can fix a problem by just throwing money at it, and not actually learning anything or taking any accountability. We would rather spend than think. Sites that are essentially, "Oh my Gawd! The boogeyman's coming to get you! GIVE US MONEY NOW!!!" are not that unusual. Just look through fad diet sites and see how many are, "The medical 'establishment' is trying to shut me down, so buy my stuff NOW!!!".
(I say this as someone from the USA. Born here, raised here, only left for a few brief trips to Canada.)
Most people from the US think the US courts are world law, and so would not see the most glaring flaw in this site's premise. The best the US court could do is make it illegal for CERN to operate the LHC on US soil.
Hmmm... Perhaps I'll start a trust fund that's open to donations, and people can send me money so I can watch to make sure CERN doesn't create a ravenous black hole that eats the planet. I could use a new computer....
