I have a new dual core computer, and I just want to know if it's possible to reserve a processor for only one project and the other one for a multitude; example : one proc for Climate and the other for Seti, Tanpaku, TSP, etc, etc,

and if it's possible how I do that ?

You can achieve that indirectly by setting the priority of that one project much higher, say 10x, than the other projects. This way, that one project will likelty always be crunching a WU while the others take turns.

It can be done through BAM in the Resources tab or directly in the project site under Project Preferences.

Setting the cpu affinity for a specific project works as you want however only limited 'optimized' 'Boinc clients carried that option....as far as I am aware no standard release of Boinc covered this option,
