I know I can set the number of processors that BOINC should use, but all that appears to do is limit the number of concurrent tasks it schedules - it does not restrict processing to one particular core/CPU. Is there any way to specify processor affinity in BOINC as there is in GIMPS?

Not in standard BOINC.
Some BOINC cores possed this option - trux core was the frist one and I believe crunch3r latest BOINC core has affinity option too.
