On the project rating page, I would find it useful to allow a negative vote. The sum(abs(rating[project])) would still be <= 10. The abs(ragine[project]) would still be <= 5.

I have one project in particular that I would like to cast a vote against and so many projects that I cannot vote for enough projects to make any difference for that project.
